In GarageBand you can change the tempo for all tracks at once, but not for an individual track alone. You change the tempo for selected measures using the Tempo Track, or change the overall tempo for the project. Recorded audio you recorded into GarageBand will adapt to the changed tempo. but not audio files.
The track, where you want to change the tempo is created from an audio file, right? You can change the tempo of the audio file, if you add it to a new project, with just this file.
Set the project tempo to the correct tempo for the audio file. Set the key correctly for the key of the audio file.Trim the audio region to an exact number of measures.Select the audio region in the track.Then add the audio file to the loop browser with "File > Add region to Loop Browser". Set the tags for the new loop, so you can find it again. Make sure, the "Type" is set to "Loop" and not "One Shot".Now close the project and open the project with the different tempo. Add the loop you saved from the Loop Browser to a new track. The tempo will now conform to the tempo of the project.

you need to stretch the dividing bar up to reveal the checkbox (note: don't expect great results if you shift the tempo very far from the original tempo):
GarageBand iOS has no tools to add a tempo track like GarageBand for Mac has.
The work-around you posted in the other discussion (Re: Change tempo in song?) is the best you can do on a mobile device with Garageband. Or ignore the predefined tempo altogether and play at your own speed. Only than you cannot use the smart instruments.
