You can reset your iCloud keychain by following the steps outlined in this support article:
Follow these steps to reset your iCloud Keychain.
On an iPhone, iPad, or iPod touch:
Tap Settings > [your name] > iCloud > Keychain and turn on iCloud Keychain. If you're using iOS 10.2 or earlier, tap Settings > iCloud. You might be asked to enter your Apple ID password. If you protect your account with two-factor authentication, tap Restore with Security Code. If you don't use two-factor authentication, tap Approve with Security Code. Tap Forgot Code. Tap Reset iCloud Keychain to replace your keychain in iCloud with the iCloud Keychain from your device. Tap Reset to confirm. Follow the onscreen steps to create a new iCloud Security Code.
On a Mac with OS X Yosemite or later:
Choose Apple menu > System Preferences. Click iCloud, then select Keychain. You might be asked to enter your Apple ID password. Click Use Code, then choose Forgot Code when you're asked to enter your iCloud Security Code. Click Reset Keychain to replace your keychain in iCloud with the iCloud Keychain from your device. Click Reset iCloud Keychain to confirm. Follow the onscreen steps to create a new iCloud Security Code.

Keychain items are in iOS sandbox, users don't have access to remove unwanted keychain item. These are accessible via API's only.

or you can reset your device >> from the device Settings, General, Reset, Reset All Settings. But, it will reset the keychain for every app installed on the device.

We see you need to update your iCloud Keychain across your devices, however the version of the keychain you want synced will not upload.
To resolve this, turn off iCloud Keychain on all of your devices signed into the same Apple ID. This will delete the stored keychain in iCloud.
To do this on iOS devices, go to Settings > [your name] > iCloud > Keychain and toggle off iCloud Keychain.On your Mac go to System Preferences > Apple ID > iCloud and deselect Keychain.
If prompted, make sure to save your keychain on your Mac, as that is the one with the version you want to re-upload. If asked on your other devices if you want to save or delete the keychain, select delete.
After that, turn iCloud Keychain back on on your MacBook after editing the keychain to only include passwords you want. This will upload that version of the keychain to iCloud. Finally, turn the keychain on again for your other devices to sync the updated keychain.
