The sounds used when switching between transparency modes don’t seem to be adjustable, but notifications can be adjusted.
You can adjust the notification volume used both when AirPods are connected and when they are not (the volume will be the same for both).
Go to “Sounds & Haptics” in settings, and adjust the volume slider to your desired volume (note that the ringer preview will come out of your phone even with your AirPods in).
You can test the volume in your AirPods by previewing one of the “sounds and vibration patterns” below.

For more control, you can set volume of ringer and alerts to be set by the volume buttons (directly below the slider).

If you're having an issue with the microphone on your iPhone, check out article, If the microphones on your iPhone aren't working and try the troubleshooting actions outlined here. If you continue to experience issues once completed, you'll want to have your iPhone checked out by a technician. You can find your repair options at Find Locations.
If the issue is isolated to your AirPods microphone, you should try to Reset your AirPods. You'll also want to be sure to clean your AirPods to ensure there is nothing blocking them.

Try activating Siri on the phone as normal and then use the volume buttons to increase the volume while Siri is waiting for you to speak.
I have the same problem on Air Pod Pros, iPhone 11Max Pro. The step above only adjusts the volume. It doesn’t make the message read out any louder.
Oddly enough, I’m having the opposite problem. While I’m at work I have my music low but when I receive a text it’s on full volume an so loud.
Let us know if you find a way to turn it down that will help me find a way to turn it up I hope!
I think I was able to turn it up when a message was coming in and being read to me by Siri, because it seems a little bit louder now so send yourself a text message from somewhere else and while you’re having the message read try and turn the volume down a bit.
It’s really nice to have the read a text feature with the new AirPod pros I love it.
What’s weird was I was able to get the volume to go up during the message but the volume on the music increases.
What's intriguing about this is that Announce Messages volume on AirPods gen 2 is quite good, but like others here so low on AirPods Pro that the feature is hardly worth using.
I'm having the same problem. I'm listening to music on low, it starts blaring and reads the message so quietly I can't hear it. Brand new air pods, just got yesterday.
Seems I turned mine up ... I think I did it when a text message is playing ... turn the volume up to as loud as you want ... send yourself a log text from a friends phone.

Yes I figured that out but the music volume still increases very loud when I’m listening to it low when I get a text message.
Please can you tell me how you figured it out? My music will be on low volume then whenever i use siri or receive a text the music goes FULL volume! I have the AirPods 2nd gen. I've tried turning the volume down when its full volume but it doesn't work until after the notification has passed.
if I recall correctly ... I was listening to music and sent myself a looonngggg text so when the text was being read I could adjust the volume upward - it was too quiet for me. Try that and turn the volume down when the text is being read by Siri.
it’s a nice feature ... they need to add volume controls into the AirPod pro settings ...they need better volume control options overall ... still unclear why some noise play and others don’t. Volume options are scattered everywhere!!

Have you AirPods in playing music at a normal level, then send yourself a long message. While it’s being read out adjust your volume on the side of your phone.
Ok I don’t know if anyone got there’s fixed but this worked for me. Go to this website https://www.google.com/amp/s/amp.businessinsider.com/how-to-make-airpods-louder
then scroll down to calibrate your AirPods . Follow those steps. Once finished with that all I did was asked Siri what time it was and used the volume buttons on the side and it finally turned up! I did that hey Siri and used the volume on the side several times when she was talking but it never turned it up until I did the recalibration. Hopefully that helps!

I had AirPods with low mic volume, and the volume significantly improved after using Blu-Tack to clean out the microphone grill. I pressed a small wad of it into the grill several times, very firmly. I saw the idea first in this Reddit thread.
