Having had this happen to me, I’ll share my experience - which may or may not help you…
I have my own post office which is run by GoDaddy. I began getting tons of emails from folks complaining about my emails - emails I never sent. Long story short, someone had hacked my email account and was using my server to send out bogus emails. Changing my password on the server ended the problem.
YOU are not going to be able to delete your email account now that someone else has taken control. And if you use gmail or some other similar service you are going to have to contact them and demonstrate somehow that you are the rightful owner of that account and have the right to change the password - a daunting task which you may not be up for. Honestly, you may have to set up a new account and move on, telling your friends to block emails from your old account. And don’t open emails where you don’t know the sender in the future and avoid this kind of problem. “Hacking” ALWAYS requires the cooperation of the hacked. Keep that in mind.

If the individual who hacked your account changed the email and or phone number on the account Then you won’t be able to do anything yourself. That is unless you contact instagram in which they will most likely ask for proof of ownership of the account. Good luck on recovering your account. This can be a stressful process but hang in!
You can't, try to contact Instagram Help Support proving them your identity as the owner of that account and ask help from them.
