They have met in: New Ways To Die #5
Spider-Man had rigged a tracking chip into the spider emblem on his costume sending a signal to his digital camera, so he could take better action pictures of himself. Osborn had managed to reverse engineer the camera. At the time, Osborn was the leader of the Thunderbolts.
He sends Bullseye and a team of Thunderbolt soldiers after Spider-Man. The soldiers use smart bullets who used the chip as a homing beacon.
Spider-Man actually got shot.
So he was already hurt. Bullseye would have never hit him otherwise.
Lucky for Spidey, Eddie Brock (Anti-Venom) was hiding among the Thunderbolts. Saving his butt.
And filled him in on how the Thunderbolts were able to actually hit him.
In the end, Spider-Man outsmarted the smart bullets.
Ouch.
Bullseye doesn't fight Spider-Man because of the writers. And let's be honest Bullseye's just no match for Spidey. But now I start to think who would be. I mean other than The usual suspects. Whoever it is would have to be super fast and they'd have to be able to get past his warning system. And they have to be as tough as he is or tougher. Spider-Man is taking down some a list fighters. Arno Stark Iron Man 2020. The fire lord Herald of Galactus. The Juggernaut trapped him in 40 ft of concrete. The Rhino no match. Sandman vulture the fly Doctor Octopus the Lizzard Scorpion Venom and the list goes on. To get a good Spider-Man villain you need somebody like craving the hunter who can anticipate what he'll do and fight him predictably or you need somebody like venom who can get past his spider Sense I think shehulk would be a good antagonist for him.A werewolf wouldn't work because he's faster than a werewolf.Like Man wolf puma or the lobo Brothers.They can heal but he can wrap them in webs and not much they can do. So sabertooth wouldn't be good. Nightcrawler would probably be a good match because of the teleportation. But he took out the shroud. And he's been a few times fighting with Cloak and Dagger. He was well matched against the fantastic four. So I think that's what you need you need a teem of super villains. Or somebody like doctor octopus.
it does not have time to fight spider man because once the egg becomes bullseye it goes into the stomach.
Green Goblin always struck me as a strange mix of Lex Luthor and the Joker.

So how does Norman Osborn operate? He can deal both very personal emotional blows:

Osborn is dangerous and complicated villain. So if I had to pit him against someone it would be:
Oscorp opening up in Gotham brings Norman to Batman’s turf and starts the competition between two billionaires. At night,new villain Green Goblin starts taking over Gotham underworld and catches the eyes of the Bat. The clash would be unavoidable :)
Cap. Taskmaster is a worthy opponent and has been able to fight Cap and characters like him for years but Cap has shown that if you constantly mix up fighting styles you can defeat him.
This isn’t the whole fight and Taskmaster did much better in it but you get the idea.
Interesting matchup.
The two already have a rivalry.
Taskmaster.
Easily.
Fun fact: Taskmaster is a lot more effective against villains than he is against heroes.
Taskmaster has the combined accuracy of Hawkeye and Bullseye.
He’s easily chucked twin pens through eyes before, which is a classic in accuracy feats.
He can hit Ant-Man.
He can ricochet his shield to hit 3 pairs of Achilles' tendons with one throw.
And he can even boomerang his arrows.
And he can easily swap between skill sets to keep Bullseye guessing.
Not to mention, with the combined agility of Daredevil and Spider-Man, Bullseye is never landing a shot on him.
Even more so, he’s able to catch bullets.
Heck, he’s beaten guys who catch bullets as well, with just raw speed.
When fighting villains, Taskmaster can easily mimic the fighting style of the heroes who defeat them, giving himself a massive advantage.
Bullseye is regularly defeated by Daredevil.
And Taskmaster has already completely mimicked Daredevil before.
Taskmaster is also very well-armed.
He’s got a damn-near indestructible sword.
His shield is bulletproof.
He has plenty of trick arrows.
Other weapons include shurikens, billy-clubs, firearms, etc.
Few people can beat Taskmaster.
Out of the street-levellers, only Captain America, the greatest super-soldier, and the Spider-family can beat him.
Depends on the versions and context.
However, this fight has actually already occured before. In DC vs Marvel #1, Bullseye wound up in DC, and in the Batcave of all places:
Bullseye then takes Robin hostage, but after Robin escapes his grip, The Batman tosses a Batarang at Bullseye:
Who catches it and tosses it back. But to Bullseye's surprise, Batman dodges it, and knocks him out with one punch:
Sorry Bullseye. You would had been lucky for Daredevil. Instead you got The Batman.
Yes yes yes. Did I say Yes yet?
Though the fight between them in Civil War may seem like a loss to Spidey, it's important to remember Spidey was very new to his powers at that time and Cap was in his prime.
It seems that people forget how strong Spiderman really is.
He has reflexes that are so fast he can dodge bullets with ease.
He has fighting skills that are so formidable that Bucky Barnes looks like a goof ball compared to him.
He has strength that is so high that he can prevent two halves of a ferry from parting.
He stopped a run away train and even knocked out the Hulk once.
Though Cap is strong, fast and a brilliant fighter he simply isn’t even in the same league as Spidey.
Most dangerous can be hard to judge. I’d say these characters should be up there though….
The Hand- Dangerous and evil ninja cult should always be in the same sentence. They have an army of ninja, superpowered operatives, mystics that can raise the dead and even turned Daredevil evil for a time.
Typhoid Mary- Expert martial artist? Check. Able to use most weapons (especially knives, swords and throwing stars) with deadly precision? Check. Able to set things on fire with her mind? Yup. Low level telekinetic that can use her power to send previously mentioned sharp objects at opponents en-masse? Uhh…yeah…that too.
Purple Man- A sociopath with mind control powers is dangerous to everyone. Daredevil is immune but Kilgrave is not above using his powers to get other people to do the fighting for him.
Daredevil has other villains that are dangerous like the Owl, Mr Fear and *cough* Stilt Man….but those three are the most dangerous (besides Kingpin and Bullseye)
