After hours of trial and error, I was able to prefill the Pixel (3XL), iOS (simulated in Xcode), and macOS Messages using the following structure:
Pixel: sms://+1${PHONE}/?body=${encodedString}
sms://+1${PHONE}/&body=${encodedString}
