Summary
Oracle does not plan to port the macOS version of VirtualBox to ARM, as it requires an x86 CPU and does not support ARM guest OSes. However, it is possible to run VirtualBox natively on ARM, such as ARM Windows or ARM Linux, which are already available now. Oracle is a commercial enterprise and is driven by profitability and its own future business needs/plans, so they will only decide if there is a perceived and quantifiable business need and earning potential forecasts which support the development and future maintenance costs.
