To allow a user to access a server through Remote Desktop Protocol (RDP), they must be a member of the Remote Desktop Users group and have the right to log on granted to them. This can be done by going to the Control Panel, clicking System and Security, clicking Allow remote access under the System tab, and then clicking Select Users in the Remote Desktop section of the Remote tab.
